本文以淮南市为例,从劳动力要素、资本投入要素、环境的外部性等方面分析了成熟型资源城市的资源诅咒传导机制。研究结果表明:淮南市私营单位就业人员平均工资低于安徽的平均水平,低端劳动力并没有完全被资源部门挤占,这与现今资源部门高机械化水平,吸纳就业有关;繁荣的资源产业吸引走大量资本,从而导致制造业资本投入不足,当地高素质人才除了流入资源产业,就是迫于非资源产业的低工资水平以及自然环境的恶化。
Taking Huainan city as an example,and it analyse mature resource based city resource curse conduction mechanism from the externality of the aspects of labor,capital,environment.The results show that:the average wage of Huainan private sector employer is lower than that in Anhui,low labor is not completely diverted resources sector,which is now a high level of mechanization resource sector,creating jobs related limited;thriving resource industry attracts away large amounts of capital,resulting in insufficient capital investment in manufacturing,The local talents inflow the resource industry,or outflow the local area,because of the low wage level of non resource industries and the deterioration of the natural environment.
