区域间旅游障碍由制度性障碍与非制度性障碍两大类型组成。所谓区域旅游障碍,主要表现为各区域之间对公共品牌旅游资源经营权的垄断、市场隐性分割、基础设施滞后、环境安全隐患、信息不对称,以及服务疲软所诱致的利益博弈问题。区域旅游障碍虽然与行政区划格局有一定相关关系,但没有必然联系。行政区划是国家权益地方性配置的制度性安排,是国家长治久安的政治基础。既有中央政府的统一意志,又有地方政府积极性的行政区划格局,是中国区域旅游持续发展的基础动力条件。区域间旅游经济发展的本源性动力是竞争。处于不同发展阶段的区域之间都可以寻求其旅游资源与产品的互补性和合作发展的契机。区域旅游合作是区域旅游发展竞争的高级形态和境界。打造无障碍旅游区,构建区域旅游发展过程中相关利益群体和谐共存、相关区域之间统筹和谐的发展局面,是现代地方政府有效作为的重要领域和空间。
Regional tourism barriers are composed of institutional barriers and non-institutional barriers. So-called regional tourism barriers are mainly manifested in the monopoly of public brand tourism resources among different regions, concealed division of markets, backward infrastructure, hidden troubles in environmental security, asymmetry of tourism information and interest games induced by poor service. Regional tourism barriers are somewhat related to the layout of administrative division, but there is no positive connection. The administrative division system is the basic system on the allocation of national rights and duties. It is the political foundation of national long-term stability and security. It is the basic impetus to sustainable development of regional tourism in China. The original driving force of regional tourism development is competition. Regions in different developing stages can seek for complement of tourism resources, products and regional cooperation. Regional tourism cooperation is the higher form of the competition of regional tourism development. To create barrier-free tourism regions and to build harmonious coexistence environment for relevant interest groups in relevant areas are important realms to which modem local government should make contributions.
