Tne issue of tourism capacity and bearing capability of the downtown area in cities, which relates with the tourism sustainable development and the establishment of harmonious tourist environment, is an important strategic proposition. The metropolis tourism development in Shanghai strides in the important reforming period of quality promotion from the quantity expansion period, facing with a stem challenge caused by the tourism capacity. The management and adjustment of the tourism capacity is a social systematic program. It is not to derive or restrict people＇s rights of access to metropolis touring area and experience the metropolis life, but to guide the tourists flow, according to the capacity limit value, and thus to maintain a reasonable and sustainable development trend so as to hold the sustainability of the regional tourism development.
