重大工程决策具有典型的长效性及不确定性,其日趋凸显的系统复杂性决定了对决策分析需要提升对系统复杂性的认知,并把握其长期演化趋势。系统分析了重大工程决策的复杂性特征,建立了基于计算实验方法的重大工程决策分析的研究框架和方案,为揭示和解释系统演化规律、制定相关管理策略提供新的分析方法和工具。
Decision making in mega-projects has long-term effects and uncertainty.With the increasingly emerging complexity of decision making,it is necessary to enhance the ability to recognize the system complexity,and grasp the evolutionary trends.From the perspective of system science,the complexity of decision-making in mega-projects is analyzed.Based on computational experiments,we establish the framework and scheme for studying decision making for mega-projects,and provide a new analysis method and tool for revealing and explaining the evolution of system,and also for relevant strategy-making.
