新型农村社会养老保险（简称＂新农保＂）在逐步扩大覆盖面的同时,也要不断提高农民对新农保的政策满意度。这既关系到新农保制度的运行效果,也关系到新农保制度的长期可持续发展。本文依据全国20省市农户的问卷调查数据,采用因子分析法和二元离散选择模型,对新农保的政策满意度及其影响因素进行了实证分析。结果表明：新农保的政策满意度主要受政策信任程度、政策了解程度及缴费给付水平三个变量的影响,且它们的影响具有一定的次序性。本文在此基础上提出提高新农保政策满意度的相关政策建议,以实现新农保制度的有效性及可持续发展。
英文摘要：
While the new rural pension system is gradually expanding coverage,it is also necessary to promote the satisfaction of the peasants.This not only relates to the effect of the new rural pension system,but also to the long-term and sustainable development of the new rural pension system.Based on a survey data of 20 provinces,using factor analysis and binary discrete choice model,this paper analyzes the satisfaction and its main factors of the new rural pension system.It concludes that the integrated satisfaction of the new rural pension system may be affected by the policy confidence,policy understanding and benefit,and the three factors are in a certain order.According to the aforementioned analysis,this paper puts forward some policy suggestions for improving the satisfaction of the new rural pension system in order to achieve its efficiency and sustainable development.
