The production and interpretation of language reports are the constructive process of intentionality itself. The interpretation of the language reports needs to convey the author＇ s intentions, there existing author＇ s intentionality and speaker＇ s new intentionality, it was represented by the author＇ s and speaker＇ s constructive perspective of intentionality. With the analysis of the English discourse, the theory of intentionality and the function of cognitive context, which reveal the production and interpretation of language reports, are the expression and integration of subject＇ s intentionality.
