Since Nurses Regulations has implemented three years, there were problems of nursing managementsuch as a shortage of nursing manpower, especially in mental health centers and nursing homes;inadequate of nurse training especially in primary health care institutions and private health institutions;and lack of relevant standards of nurse occupational protection. So the implementation of Nureses Regulations needs further governmental responsibilities, and strengthening management.
