本文借助GIS技术和线性加权模型,构建了溃坝生命损失预警综合评价模型。采用洪水危险性、承灾体易损性、工程防御能力作为模型的指标,并确定了各指标所包含的因子,探讨了各因子权重系数的确定方法。在此基础上,利用地理信息系统对空间数据以及空间数据和属性数据联合分析的功能,制作了溃坝生命损失预警信息图。应用表明,GIS技术的应用是提高生命损失预警有效性的重要手段,模型体现了各因子的地域差异,为水库大坝突发事件应急救助和转移提供了技术支持,具有较强的实际应用价值。
A pre-alarming model of loss of lives in a dam-break event is developed using the GIS techniques,a linear weighted model and model indexes of flood risk,vulnerability of hazard-affected bodies and engineering defense capability.Factors of these indexes and the calculation of their weighted coefficients are discussed.By this model,pre-alarming information maps of life loss can be drawn through an analysis on the spatial data and a conjoint analysis of spatial data with attribute data of GIS.Applications show that GIS technology is a valuable tool to the development of effective pre-alarming model,particularly in accounting for the factors' variations over a wide region.The model provides a technical and valuable support to planning and preparing the rescue and migrating in dam emergency.
