Human resources are the core of high-tech enterprises'innovation and sustainable development, and they are also the important content of high-tech enterprises'management, which can determine the innovating efficiency and the competence of high-teeh enterprises. Based on systematic research and analysis on human resources'categories, this paper designs human resources optimal allocation models of high-tech enterprises in different developing stage, and also puts forward some relevant tactics, the purpose of which is to provide some methods and tactic support for the optimal allocation of human resources and the improvement of human resources' utilizing efficiency.
