R＆D联盟创新资源管理效果评价不仅能够反映其在一段期限内创新资源利用效果，同时也利于联盟决策者及时发现联盟存在问题，以科学确定联盟创新资源配置与管理方案。根据创新资源在R＆D联盟中的演变过程，即创新资源汇集→交叉→融合→变异→创新资源产出，确定创新资源重点管理环节，并根据不同环节创新资源管理所需实现的战略目标，设计不同阶段的创新资源管理效果评价指标体系，旨在为提高联盟创新效率提供科学方法与决策支持。
英文摘要：
The effect evaluation of R＆D alliance innovation resources management not only can reflect alliance innovation resources utilizing efficiency within a period, but also can be in favor of discovering alliance existing problems in time for decision-maker, in order to scientifically make alliance innovation resource allocation and management scheme. Based on innovation resources evolvement innovation resource congregation- crossing- amalgamation- aberrance- innovation resource process, that is outputting, this paper ascertains the important points of innovation resource management, and then designs innovation resource managing effect evaluation index system of different stages according to the strategic target that to be realized in different stages, the purpose of which is to offer scientific method and decision support for enhancing alliance innovating efficiency.
