It is an effective path and important pattern for high ＆ new technology enterprises to establish R＆D alliance in order to participate in market competition and obtain technological advantage, and at the same time high risk also exists. Based on analyzing the controllable risk factors of R＆D alliance, this paper constructs the risk evaluation index system of high ＆ new technology enterprises R＆D alliance and puts forward the index collection and application method.
