This paper analyzes the restriction of system total entropy, system structure entropy （including innovation resources structure complexity that alliance needed as well as task division structure complexity of alliance）, R＆D all alliance innovation resource total quantity and resource supplying structure. Additionally, it designs lance development, sustaining restriction model and puts forwards specific method to realize alliance＇s sustainable which offers references and method supports to make external cooperation, attract external innovation resources, so as to alliance self-development.
