近年来我国食品安全事件频发，政府出台了一系列法律法规，旨在通过建设食品安全追溯体系以实施沿供应链的纵向监控，但收效甚微。而邻国日本通过在农协内部开展“生产履历记账运动”，建立起比较完善的全程食品质量安全追溯监管体系，对降低食品安全风险起到了巨大的作用。首先简要介绍日本农协“生产履历记账运动”的自组建起步阶段至提升发展阶段的历史沿革和包括详细记账、贴码追踪以及内外核查与惩戒在内的现行做法。最后针对性地提出对我国农民专业合作社提高食品质量安全程度和加强食品可追溯体系建设中的有益建议。
英文摘要：
Upon the occurrence of a number of food safety incidents in recent years, the Chinese government has issued a series of laws and regulations to carry out vertical monitor along the supply chain by constructing food safety traceability system. However, these have failed to achieve significant effects.In contrast, a perfect safety and traceability supervision system has been established in Japan throughout the food supply chain by carrying out the Production Resume Accounting Movement in Japanese agricultural cooperatives.It has played an important role in reducing food safety risks.Firstly, this article offers a brief introduction of the Pro- duction Resume Accounting Movement in Japanese agricultural cooperative including its developing history and current practice.The former contains voluntary establishment phase and promoting developing phase.The latter contains detailed accounting, track by posting code, as well as internal and external monitoring and punishments. Finally, some policy implications are proposed of targeting at improving food quality and enhancing the construction of food safety traceability system of our farmer cooperatives.
