福岛核事故发生之后,日本能源环境骤变引发其电力供需缺口急遽扩大。在此背景下,日本政府被动地加速了电力系统的改革进程,并希望借之以提升日本的电力能源自给率,同时推动其新一轮的产业结构转型升级。为此,日本政府通过制定相关计划、修改并完善制度框架、新设管理及协调机构、发展多元化的发电模式等多项措施,推动电力系统改革有序落实。鉴于此,未来日本电力系统的发展趋势将更多显现出多元化发展、市场化程度逐步加深、政府一元化管理与协调能力强化,以及电力与相关产业联动性增强等诸多特征。
Since the Fukushima nuclear accident, sudden changes in Japan's energy environment have led to rapid expansion of its power's supply and demand gap. Against such backdrop, Japanese government was forced to accelerate the reform of its power system, with the hope of improving energy self-sufficiency and promoting a new round of industrial restructuring and upgrading. For these reasons, Japanese government has already promoted the implementation of reform in power system by various measures, such as amending and improving relative institutional framework, establishing new management and coordinative institution, and developing diversified generating mode. In view of this, development trend of Japan's power system will have new characteristics including diversified development, increasing market factors, governmental cen- tralized management, enhanced governmental coordination and stronger linkage between power system and relative industries.
