当前,上海以软件研发外包和医药研发外包为代表的研发外包产业蓬勃发展,并在技术、客户需求、政策等因素的影响下呈现出融合发展的态势。但是,本文作者的调研发现,当前上海研发外包产业在企业国际竞争力、园区空间和产业生态、企业综合运营成本、人才供给等方面尚存在一些问题,面临许多方面的挑战。因此,该文建议上海应推动研发外包融入上海＂科技创新中心＂建设,进一步完善研发外包生态系统,在融合中促进产业快速健康发展;全方位营造良好的研发外包发展环境;优化产业布局,促进区域协作与融合发展;提升研发外包企业的国际竞争力,走国际化、高端化道路。
英文摘要：
Driven by various aspects,Shanghai RD outsourcing industry including the software and pharmaceutical RD outsourcing has boomed.At the same time,in the influence of technology,customer demand,policy and other factors,Shanghai RD outsourcing industry presents a trend of industrial convergence.There are still some problems and challenges in the industry in some respects such as the international competitiveness of enterprises,the park space and industrial ecosystem,integrated operation cost of enterprises,talent supply and so on,a recent survey shows.Shanghai should further improve the ecosystem of RD outsourcing industry and promote the rapid and healthy development in the process of industrial convergence.Shanghai should promote RD outsourcing industry integrate into the construction of technology innovation center,create a good environment for development,optimize the industrial layout and promote regional cooperation,enhance the international competitiveness of enterprises and proceed along apath of internationalization and high-end.
