Transformational leadership has been the backbone of SOEs' reform and promoted the reform. In the context of institutional transformation, the change of nature and objectives of state-owned enterprises has brought up new and historical demands on the leaders in SOEs. The process and intensity of SOEs' reform determine their style and structure, and help to form transformational leadership. Based on the requirements of SOEs' reform and enterprises, transformational leadership has taken several reform and innovation measures in operation, like production and marketing reform, ownership and personnel reform, corporate culture reform. Meanwhile, transformational leadership has applied institutional innovation to stimulate SOEs' reform.
