目的：为促进基本药物的合理使用提供参考。方法：通过文献查阅、实证研究等方法,并结合PEST分析模型从政治（P）、经济（E）、社会（S）、技术（T）四个方面系统分析影响基本药物合理使用的外部环境因素。结果与结论：影响基本药物合理使用的因素错综复杂,相互渗透、相互作用。促进基本药物合理使用,需要从政治、经济、社会、技术多层面采取保障措施,共同确保基本药物的合理使用。
英文摘要：
OBJECTIVE：To provide reference for promoting rational use of essential medicines.METHODS：By literature review and empirical study,combined with PEST model,the external environment factors of rational use of essential medicines were analyzed in terms of politics（P）,economics（E）,society（S） and technology（T）.RESULTS CONCLUSIONS：The influential factors of rational use of essential medicines are complicated,interpenetrated and interacted to promote the rational use of essential medicines,so we should take measures from politics,economic,society and technology filed to guarantee rational use of essential medicines.
