随着公众能源消费碳排放比重的不断增加,加强消费端碳减排已经成为一个亟待解决的问题。个人碳交易被认为是从下游降低碳排放的有效手段,文中通过对个人碳交易模式和运行机制进行探讨,提出了基于中国国情的个人碳交易＂碳币＂发展模式,同时建立政府政策引导、低碳理念宣传、低碳标签制度等运行机制,以期用市场手段激励和引导公众形成低碳消费模式,同时也为上游碳交易机制和碳税制度提供补充。

As the increase of proportion of public carbon emissions from energy consumption,in strengthening the downstream carbon reduction has become an urgent problem to be solved.Personal carbon trading is a means of carbon emission reduction from downstream.In this paper we discussed the personal carbon trading mode and operation mechanism,and then put forward ＂ carbon currency＂ mode for personal carbon trading.At the same time,we built the operation mechanism for government policy guidance,such as the propaganda of low carbon,low carbon labeling system,and using market means to motivate and guide the public to form the low carbon consumption patterns,to provide supplementary as the upstream carbon trading mechanism and the carbon tax system.
