随着我国城市化、工业化的发展,大量的农村土地被征用,农民失去就业和生活的基本依靠,产生了众多的失地农民。但是由于补偿不到位,大量失地农民没有得到妥善安置,征地矛盾日渐突出。土地征用补偿制度缺陷多：征地补偿的无序管理;征用带有行政强制性质;补偿标准不合理;补偿没有反映出土地未来价值;补偿费发放层层扒皮,征地补偿款去向难以把控。文章通过研究失地农民征地补偿机制以保障失地农民的利益,以公益为目的,加强用地计划,做好总体规划;政府职能的合理定位;补偿标准和范围的科学制定;增加土地监管,防止土地腐败;制定切实可行的征地补偿制度,从而实现农村社会的稳定,推进城市化建设、工业化发展进程。
英文摘要：
With China＇s urbanization and industrialization, a large number of rural land is expropriated, which result in a wide range of land-losing farmers. Due to the less compensation, they are not been properly placed. There are flaws in land requisition compensation system： disorder management; administrative requisition; unreasonable compensation standard; compensation did not reflect the future land value; compensation scalping, land expropriation compensation difficult to handle. To protect the interests of the farmers suggestions are made： public as the purpose, strengthening land use plan, overall planning; reasonable position of government function; reasonable compensation standard; land supervision, prevent corruption; feasible land expropriation compensation system, so as to realize the stability of rural society, promote the development of urbanization, industrialization process.
