By the method from Knopp-Kojima,the lower orders of the general Dirichlet series in the whole plane and in the right half plane are studied without the conditions of （-limn→∞）lnn/λ_n= E＋∞etc.A necessary and sufficient conditions of the lower orders which are expressed by the coefficients of the Dirichlet series are obtained.
