Through the comparison of different old-age care models, the paper regards the nursing care model as the important support for independent living and assisted living elders.Then, combined with the case, discusses the operational dilemma （the high operational cost and the low payment ability of old people） of large long-term nursing care facilities. Finally, puts forward the solutions to solve the operational dilemma, including reducing the cost and increasing the income of the long-term nursing care facilities, improving the payment ability of the old people and so on.
