面对校企合作中校方热、企业冷的状况,如何有效进行校企合作、如何激励企业选择最有利于校企合作收益最大化的行为,是当今职业教育的热点问题。基于机制设计理论,文章构建了校企合作的三阶段博弈模型,并设计了校企合作的最优机制。要想使职业教育的利益最大化,就要满足企业的参与约束和激励相容条件:首先,要建立基于参与约束条件的动力机制,在政府层面加大对校企合作的宣传力度,树立企业参与校企合作的社会责任意识,并逐步通过立法的形式明确企业应承担的职业教育责任,也可给予参加校企合作的企业税收减免等优惠政策,以刺激企业参与合作的愿望;其次,应当建立基于激励相容的激励机制,政府可设立对企业参与校企合作的报酬和奖励制度,根据合作的效益确定企业的报酬,坚持多劳多得原则,刺激企业积极投入合作的过程中。
Facing with the difference of hot and cold attitude between school and enterprise in their cooperation,it becomes the hot issue in the current vocational education that how to cooperate with each other effectively and how to encourage enterprise to choose the most conducive behavior for the cooperation to maximize their benefit. Based on the theory of system- designing,the paper construct a three- stages game model for the cooperation between school and enterprise,and design the best mechanism for the cooperation,with the suggestion that we should meet the limited and incentive conditions for enterprise's participation in order to maximize the vocational education benefit: firstly,we should establish the drive mechanism on the basis of participation- limited conditions,increase the publicity efforts on the cooperation between school and enterprise at the government level,establish the social responsibility of enterprises to participate in the cooperation,clear the responsibility of enterprises by legislation gradually,and formulate the favorable policies such as tax reduction for the enterprises in the cooperation; secondly,we should establish the motivation mechanism based on the incentive compatibility,the government may establish the remuneration and reward systems for enterprises to participate in the school- enterprise cooperation,determine their remuneration according to the benefit of the operation,adhere to the principle of more work more reward,and encourage the enterprises actively involved in the process of cooperation.
