Highlighting elite administration, Singapore treated the government-funded polytechnics and institutesof technical education as the mainstream education, constituting new types of vocational education modes suchas "on-campus teaching workshop" and " learning through doing program" , which provide experiences andrevelation to the development of the model vocational college and key vocational colleges in China.
