英文摘要：
Semi-official think tank plays an important role in educational policy-making process. Semi-official educational think tanks（SOETT）have been well-developed in Hong Kong Special Administrative Region（HKSAR）.As the core of the SOETT system in HKSAR,the Education Commission plays an important role in the educational policy-making process：providing expertise and improving the scientificity of policy;integrating different interest appeals and improving the legitimacy of policy. The experiences from HKSAR have important implications for the educational think-tank reform in Mainland China.
