半官方教育智库有着不同于官方和民间智库的特点。以香港"教育统筹委员会"为例,半官方教育智库的政策咨询功能表现为:一方面,通过多种调研与分析机制提供"专家智慧",提升政策的科学性;另一方面,作为各利益群体相互博弈的平台,传递与整合利益诉求,提升政策的合法性。香港的经验对完善内地教育智库的功能、体系和制度,提升智库的独立性和影响力,具有重要启示。
Semi-official think tank plays an important role in educational policy-making process. Semi-official educational think tanks(SOETT)have been well-developed in Hong Kong Special Administrative Region(HKSAR).As the core of the SOETT system in HKSAR,the Education Commission plays an important role in the educational policy-making process:providing expertise and improving the scientificity of policy;integrating different interest appeals and improving the legitimacy of policy. The experiences from HKSAR have important implications for the educational think-tank reform in Mainland China.
