面对我国制造业集群的"集而不群"、"低端化"等现实问题,集群必须通过转型升级才可获取持续发展的空间。然而,目前对集群升级的研究大多专注于生产系统,对知识系统的关注不足。实际上,产业集群经历着从企业集聚到产业集聚再到知识集聚的升级过程,集群主体间关联也从甚少有关联到产业关联再到知识关联。与前两个阶段不同,在知识集聚态势下的产业集群具有特定的阶段特征。而依据这一集群升级过程,摒弃低端环节、促进知识集聚、形成知识集聚的态势是我国制造业集群升级的可能途径。
Manufacturing industry clusters, facing with problems of agglomerating but not clustering and low value-added chains, should make sustainable development by industry transforming and upgrading, while current research on cluster upgrading focused on production system but not knowledge system. Actually industry clusters experience an upgrading path from enterprise agglomeration to industry cluster and then to knowledge cluster, and accordingly linkages among cluster agents undergo a path from rare linkage to industrial linkage and then to knowledge linkage. Different from the first and second stages, knowledge-oriented clusters have their unique features. So it is an alternative upgrading approach for manufacturing clusters in China to abandon low value-added chains and promotes knowledge-oriented agglomeration and cluster.
