县域生态环境系统、经济及社会系统协调发展是可持续发展战略的前提和基础。本文基于区域协调发展理论和系统理论,依据DPSIR概念框架构建了县域协调发展评价指标体系,并以志丹县为实证对象,对其1997—2010年协调发展程度进行综合评估。结果表明:在退耕还林(草)工程实施过程中,志丹县生态指数、经济指数及社会指数均迅速增加,且生态指数均不同程度高于经济指数和社会指数;植被恢复阶段生态、经济及社会指数增幅减缓并趋于稳定。协调度、发展度及协调-发展度均表现为相同的变化趋势,且协调度明显高于发展度和协调-发展度。总体而言,由于社会进步、经济结构的调整及植被恢复措施的实施,志丹县生态环境-经济-社会三者间的发展更为平衡、协调,是一种良性的可持续发展。但仍存在部分社会滞后、经济滞后或生态滞后,一定程度表明今后仍需注重生态环境、经济及社会系统三者间协调发展。最后,提出了志丹县协调发展的对策与建议。
The coordinated development of a social, economic and ecological environment system at the county scale is the foundation of sustainable development. On the basis of regional coordinated-development theory, systems theory and the driving force, pressure, state, impact and response (DPSIR) conceptual framework, a coordination development evaluate index system at the county scale was constructed. We also assessed the degree of coordination development in Zhidan county from 1997 - 2010. The results indicate that social, economic and ecological indicators increased during the implementation of the Grain for Green project. However, during the vegetation recovery phase, the rates of increase in these indices decreased, and variation in them stabilized over time. The coordinated degree, development degree and coordinated-development degree of ecological, economic and social systems exhibited the same variation as the ecological index, economic index and social index, which increased faster under Grain for Green implementation than in the vegetation recovery phase. The value of the coordinated degree was much higher than the development degree and coordinated-development degree. Due to progress, structural adjustment of the economy and implementation of vegetation restoration measures, the development of the ecological, economic and social system was more balanced and coordinated. However, some social, economic and ecological lag still exists, indicating that coordinated development requires further attention. Countermeasures and suggestions for coordinated development in the study area are proposed based.
