Social stability risk assessment system has been established around the country. The dominant practice is that relevant government departments implement the risk assessment on account of the project＇s legitimacy, rationality, feasibility, security, etc. This practice does not strictly follow the requirements of risk assessment and it is urgent to improve the assessment＇s scientifidity and rigorousness. We should set an index system around the risk and determine the actual risk value on the basis of assessing the risk and government ability of risk control independently. In the process of evaluation, it is important to improve the assessment subjects＇s degree of neutrality and specialization, distinguish the event from the program, and build a case bank to add more objective information as many as possible. It is also important to consider the degree of importance of the subject, etc.
