2013年，异地高考进入政策实施和执行阶段，进城务工人员随迁子女受教育权的保障水平进一步提高。然而，各地异地高考的标准不同，高等教育资源的开放程度也有差别。异地高考标准的统一性问题、各地考生资格认定规则的细化问题、相关团体的利益保障问题都将使异地高考方案面临考验。为此，必须简化和规范异地高考的门槛，尝试按照考生数量分配录取名额，同时还要尽快建立随迁子女非义务教育阶段的经费保障制度。
英文摘要：
Attending college entrance examination away from native places goes into the stage of policy implementation and execution in 2013. The guarantee level of the right to education for accompanying children of migrant workers is further improved. However, the standard of attending college entrance examination away from native places is different; the opening degree of higher education resources is diverse. Due to the imperfection of the cur- rent policy, the unity of the standard, the refining of confirming rules for examinees＇ qualification and benefits in- surance of related groups will make the programs of attending college entrance examination away from native places face a lot of challenges. Hence, we must simplify and specify the standard, try to distribute admission quota on the basis of the number of examinees and establish the educational expenditure guarantee system for non-compulsory education stage as soon as possible.
