我国能源供需矛盾日益突出,大力开发清洁、可再生的水力资源是我国能源电力政策的重要方针。科学有效地开发河流水能资源,实行水电企业流域化、集团化科学管理势在必行,不能单一电站考虑,必需对一条河流或一个河段进行整流域的规划开发,以取得最合理的水能资源量、最好的生态环境效益和创建最和谐的社会环境。流域开发涉及众多组织,目前应用的“项目级管理”和“组织级管理”对于指导这种新的流域开发模式有其局限性。本研究拟引入“利益相关人级”项目管理理论,结合上述两种管理模式,建立基于伙伴关系模式的水电企业流域开发多项目、多目标管理模型。该模型系统地描述了伙伴关系应如何与不同的管理理论紧密结合,以有效整合流域开发产业链上企业内部和外部资源,高效实现企业目标。
There is an increasing energy demand due to the rapidly rising energy consumptions in the Chinese market, the development of clean and regenerative water power resources has become an important energy policy of China. There is an urgent need for a hydropower enterprise to apply scientific management and effective methods to systematically develop a river. Currently, "Project level" and "Organizational level" management theories and methods are being applied in the industry, which have apparent limitations to guide the new emerged systematical river development. The systematical river development involves interests of many different organizations, thus this study adopts"Stakeholders level" management theory to establish a hydropower enterprise management model for developing multi-projects and achieving multi-objectives based on partnersing. This model describes how to combine with different management theories to facilitate maximum utilization of the resources of all interested parties within the river development supply chain, which is expected to guide hydropower enterprise to effectively achieve its river development objectives.
