This paper first reviews the fundamental concepts of project governance,based on which and empirical case studies of hydropower development companies,the paper further examines three key elements for effective hydropower project governance,i.e.defining key roles,establishing effective structure,stakeholder analysis and management.The paper provides a basis for multi-project-based hydropower development companies to improve their management system,and has implications for further in depth research on project governance.
