改革开放和城市化进程推动农村经济飞速发展,同时也将工业污染这一异质性难题植入农村。面对愈演愈烈的农村工业污染,维护农民环境权益,有效保护农村环境的问题迫在眉睫。各级地方政府、村民自治组织和村民个体是维护农民环境权益的直接依靠主体,但目前各主体普遍存在角色错位现象。在农民环境权益维护过程中,各依靠主体角色错位的制约因素有哪些,如何对症下药使其角色归位以形成齐抓共管的系统化机制,理应是当前重要的理论和现实问题。

The reform and opening-up policy and the urbanization promotes the rural economy development in China but also brought industrial pollution into rural areas.Faced with the intensifying rural industrial pollution, the protection of farmers＇ environmental rights and the rural environment became urgent.Local governments, the village committee and farmers themselves are mainstay in the industrial pollution prevention and control movement, but now they can＇t play their due role.Reasons of role dislocation and ways of role positioning are both important theoretical and practical issues.
