It is the inevitable requirement in Tibet＇s development to improve Tibet＇ s self-development capacity. Under the promotion of nationwide support to Tibet, it is significant to have correct understanding of Tibet＇ s self-development capacity and to start with value reconstruction of based on Tibet＇ s development. It is also important to scientifically plan feasible approach for improving Tibet＇ s self-development capacity in order to achieve great-leap-forward development and long term stability.
