英文摘要：
To improve the capability of self- development is the key to solve the problem of developing Tibet. Since Tibet carried out democratic reform in 1959, the capability of its self - development has been improved year after year which makes Tibet change dramatically, obtaining strong support from Chinese central government and help from other provinces. This article focuses on the institutional guarantees for promoting the capability of Tibet self - development from these four perspectives. To begin with, the socialist democratic politics provides institutional precondition. Besides, the leadership of the Chinese Communist Part yprovides organization guarantee. Furthermore, regional autonomy system provides institution guarantee. Finally, effective mechanism of facilitating Tibet provides policy guarantee.
