To take Yuyang district of Yulin city as an example, the paper analyzed the rural economic, social and ecological benefits derived from the project of returning farmland to forestland or grassland. The project achieved good economic and ecological benefits, and obtained a double - win effect to some extent, but it also brought some social problems, such as the influx of a large number of rural surplus labors into the city, the increase of urban employment pressure, appearance of rural hollow village phenome- non, and tight urban residence. Based on these problems, some effective measures were proposed.
