"双一流"建设是现阶段中国高等教育发展的国家战略。在此背景下,一些高校为了入围或为了有更多学科入围"双一流",采取"二进制式"策略调整学科结构布局,高等教育学学科"合法性"存在面临困境。研究发现,高校如此作为的背后具有复杂的制度性动因,包括高等教育发展的政府主导模式、高校资源获取的学科捆绑式分配机制、高校之间的"晋升锦标赛"政绩竞争以及高校内部学科建设从无序到有序的发展机制等。对此,除了要从制度层面破解外,高等教育学学科自身还应坚持特色发展,强化服务理念和加强学科渗透,从而在"双一流"建设中找到自己的位置。
At present,Double First- rate construction is the national strategy of China higher education. In order to become the Double First-rate university,the binary tactics is adopted by some universities and colleges to adjust discipline structures and layouts. In this context,the discipline of higher education faces the dilemma of the legitimacy. The study found that some complex institutional factors exist behind the behaviors of these colleges and universities,including the government dominant mode of higher education development,disciplines bundled resource distribution mechanism,university’s achievement competition of Promotion Tournament,the discipline development mechanism from disorderly to orderly in universities and so on. Therefore,in addition to taking measures from the institutional level,the discipline of higher education itself should adhere to the characteristic development,strengthen the service concept and enhance discipline penetration so as to find its own position in Double First-rate construction.
