When the national intellectual property strategy is going to be implemented and enacted, thinking of the legitimacy of intellectual property strategies shares great theoretical value. In the system of modern private fights which include a real right, creditor＇ s rights, personal rights and intellectual property rights, there is a demand for intellectnal property strategy. This will arouse much theoretical meditation. Proposed strategic framework for intellectual property rights is beyond the scope of traditional private rights. As a result of public policy choices, intellectual property strategy evaluation and regularity of its qualities, demonstrated intellectual property rights to economic growth, innovation, political civilization and cultural impact and the specific concept of special relevance.
