The question of how to protect the right of broadcasting organization in a new technical condition has become a focus in the dispute, which has also been discussed by the World Intellectual Property Organization （WIPO）. This article analyses the international protective system over the right of broadcasting organization and probes into the Draft Basic Proposal for the WlPO Treaty on the Protection of Broadcasting Organizations, hoping to offer a reference for China＇ s protect over the right of broadcasting organizations.
