Spot inspection is one of the important means to master machine device condition. The designed measurement instrument was composed of data acquisition, man-machine interface, communication, storage, etc. ARM based microprocessor was adopted. The instrument circuits such as data storage, signal acquisition were designed. Then the embedded Linux operating system was built up. The instrument device drivers and applications were programmed. The instrument can collect vibration signals, temperature signals, electronic registration numbers of devices, obervations on the plant and meter readings. The instrument communicated with master computer through USB interface. The designed instrument was portable and easy to use. The device management automation level can be largely improved by using the spot inspection system made up of the instrument and the software running on the server.
