近年来,我国食品安全事件频发,严重影响了人民群众的正常生活秩序,致使社会矛盾激化,政府公信力面临重大考验.本文首先对我国的食品安全监管现状及特点进行了分析,并从制度设计、法律体系、食品安全标准、监管力量等方面梳理了在国内监管方面存在的问题与不足,在此基础上,分别从监管体系、法律体系、标准体系等视角分析了发达国家在食品监管方面的有益经验,并就如何提高我国食品监管水平,改善食品消费质量提出了体制重构、主体重构、理念重构、手段重构等四点政策建议.
In recent years,China?s food safety incidents occur frequently,which seriously affects people?s normal life order,causes social conflicts and weakens the credibility of the governments.This paper analyses the status and character of China?s food supervision,and then,explores the existing problems and deficiency from the aspects of regulation design,legal system,food safety standards, regulatory power.After that,this paper hacklesseparatelythe beneficial experience of food supervision of developed countriesfrom the supervision system,legal system,standard system perspectiveand affords four countermeasures for how to improve how to improve China?s food supervision level and better the quality of food consumption.
