传统的水电工程后评价大多针对工程的单个指标进行评价,指标权重的确定主观成分过多,且多集中在工程施工、经济效益和环境影响等方面,尚未形成全面综合评价指标体系。文章针对水电工程后评价中存在的不足,从系统的角度出发,建立了水电工程后评价的综合指标体系。该体系包含了经济因素、技术因素、生态环境因素、工程特性、社会政治因素和风险性等指标,使评价体系更加科学、合理和全面。利用熵权原理进行权重的确定,消除了人为干扰,使评价结果更加准确。
The traditional post evaluation of hydropower projects are most single indicators for the evaluation of individual projects. There is too much subjectivity in the determination of the weight, which is mainly concentrated in construction, economic and environmental impact, etc. The comprehensive evaluation index systems have not been formed. In this paper, according to these deficiencies of post evaluation, a comprehensive evaluation index system of hydropower project is established from the system point of view. The system includes economic factors, technical factors, environmental factors, project characteristics, socio-political factors and other indicators of risk, making the evaluation system more scientific, rational and comprehensive. Meanwhile using entropy method to determine the index weight eliminates human interference, so that evaluation results can be more accurate.
