为了探讨学校体育设施政策问题,采用文献资料法等研究方法,以我国教育事业指导方针的变化为主线,分阶段对新中国成立以来我国学校体育设施政策发展的特点进行了回溯性梳理和总结。研究结果表明:在60多年我国教育事业发展的进程中,伴随我国学校体育设施数量的不断增加和种类的日趋多样化,学校体育设施政策经历了初建、停滞、恢复与发展和逐步完善的政策发展历程;政策内容涉及学校体育设施的建设、管理、运营和场地被侵占等多个维度,并在注重学校体育设施数量和规范建设的基础上逐渐加强了对其的管理;实质性政策不断增加,政策结构体系逐渐清晰,政策具有目标一致性、地方性、灵活性和执行惰性等特点;政策目标始终指向改善青少年的健康状况上,而政策的价值追求则经历了保家卫国、摆脱病夫辱称,体育事业大发展、竞技体育腾飞和适时发展学校体育、实现中华民族伟大复兴的转变过程。提出了我国学校体育设施政策建设的可行性建议。
Using literature review and other methods, this essay summarized the history of school sports facility policy' s developing process from the beginning of new China to the new century, and results are as follows. The quantity and type of school sports facility have been sharply increased as the sixty years development of education. School sports facility policy has experienced four phrases, initiative stage, stagnant stage, developmentalstage and improved stage. The content of school sports facility policy includes establishment, management, operation and invasion, and school sports facility policy has emphasized to improve and normalize the quantity and construction of school sports facility. The characteristics of school sports facility policy are goal consistence, localcharacteristics, flexibility and negative implementation, and so on. The goal of this policy is to improve adolescenthealth. The value of this policy has a transition from protecting homeland and getting rid of the shamed name to develop competitive sports and school sports, and to bring about the great rejuvenation of Chinese nation. The authorsgive some reasonable suggestions to construct school sports facility policy in China.
