It is a new model to cultivate teachers by combining college and local government, and middle and primary school. However, the problem is that the conflicts will arise in the aspects of interests, system, way of thinking and action. Dialogue Theory of David Bohm agrees with many tenets of constructing and developing "U-G-S" community, such as value orientation, implicit cohesion, consultations and dialogues and collective intelligence. And it also provides a route of legitimization for college, government, and middle and primary school to construct trusting and cooperating relationship.
