政府绩效管理是政府管理创新的基本路径。从理论逻辑及现实条件看,我国政府绩效管理定位是“绩效导向下的目标管理”,旨在提高政府公信力。目前体制内自上而下、各自为政的各种考评强化了部门的执行力,但亦成为推进政府绩效管理的主要障碍,背后涉及到行政权力格局,直指“顸层设计”。理顺管理权与组织权、目标管理与绩效管理、过程控制与结果导向等基本关系,我国政府绩效管理应指向“三个统一”。
Government performance management is the basic path of the government management innovation. According to the theoretical logic and realistic conditions, China's government performance management can be "performance--oriented management by objectives", aimed at improving the credibility of the government. Currently, the in--system, top-- down and fragmented appraisals have strengthened the department's Executive Ability, but they have also become a major obstacle to advancing the governmenfs performance management, behind which comes the pattern of executive powers, directed at "the top--level design". Straightening out relations between the management authority and the organizational power, the performance management and the objective management, the process control and the result orientation, China's government performance management should point to these "three unities".
