城市综合基础设施发展动态比较是衡量区域经济一体化进程的关键指标。基于文献回顾及数源约束,构建了城市综合基础设施发展评价指标体系,包含交通运输等5个维度共12项指标。并采用全局主成分分析法取得了珠三角9市2001—2012年的实证结果,对比发现:穗、深、莞、中4市综合基础设施指数不断提高,其余5市指数不断下降;虽然经济区基础设施总体水平在过去12年间有所提升,但其内部差距呈明显扩大趋势,尤其是中心城市群指数是其他城市群的2倍有余,且三大经济圈仅有一个内部差距略有减小。城市基础设施发展日益分化的事实与珠三角一体化政策导向形成了强烈反差,折射出经济增长与人口集聚等的复杂机制,是关系到发展质量与国民幸福提升的重要课题。
Municipal infrastructure comprehensive development index and its dynamic comparison can be a key indicator of the regional economic integration process. Based on the literature review and data source constraints, this essay builds an index system to evaluate the comprehensive development of municipal infrastructure, including five dimensions such as transportation and 12 indicators. Empirical results are then obtained with data from the PRD 9 cities 2001 to 2012 and the principal component analysis, which show: infrastructure CDI of Guangzhou, Shenzhen, Dongguan and Zhongshan continue to rise, and the remaining 5 City Index decline; although the overall level of economic zone has improved over the past 12 years, its internal gap has significantly expanded, for example, index of the central cities are 2 times more than those of other cities, and only one of the three economic circles slightly decreases its internal gap. The increasing differentiation of municipal infrastructure development has been a stark contrast with the policy orientation of PRD integration, which reflects such complex mechanisms as the economic growth and population agglomeration, and importantly relates to the improvement of development quality and national happiness.
