考评是组织管理的基本手段。目前我国体制内考评存在项目多、内容繁、形式主义等问题,成为深化体制改革与推进国家治理体系现代化的障碍。剖析新世纪以来地方考评"清理-膨胀-再清理-再膨胀"现象,成因在于考评组织权实际上分置于不同的党政部门,成为部门的一项重要权力,或将考评视为逃避责任的手段。针对基层公务员的调查表明:优化考评体系是简政放权、减轻基层负担的重要诉求,基本途径在于统一考评组织权,推进考评实施权的多元化和考评体系法制化。
Conducting evaluation is the basic means of organization management. At present, the internal evaluation sys- tem has many problems, such as formalism, project complexity. These problems become an obstacle of reform and the modernization of national governance system. The evaluation went through a circle likes "clean - expan- sion - clean - expansion", and it is found that actually the executive agency belongs to different party and gov- ernment department, which obtains important power from the process of evaluation, or condone avoidance of re- sponsibility. The results of sampling survey which focuses on civil servants show that the optimization of evalua- tion system is an important demands to reduce the grass - roots financial burden. The basic right of way is to u- nify evaluation organization, promote the diversification of evaluation and legalization of evaluation system.
