地方党政组织考评法制化是建设法治政府和全面贯彻落实依法治国基本方略的必然要求。推进法治政府建设催生并带动了绩效评价和第三方评价的迅速发展,有效弥补了传统的目标评价与行政机关内部评价的不足,但地方党政组织考评远未达到法制化及实现法治化的要求。应从规范相应立法、重视民众参与、立足各地实情、加强相互配合等方面进行相应的完善。

The legalization of the local party and government organizations evaluation is an inevitable requirement for nomocracy government construction and comprehensively implementing the basic strategy：governing our country by law.The nomocracy government construction has driven the rapid development of the performance evaluation and third-party evaluation.They have effectively made up the insufficiency of traditional target evaluation and internal evaluation in administrative organ.But the local party and government organizations evaluation is still far from legal-ization.So we should emphasize on legislative, public participation, the actual situations in different areas and mu-tual support to make improvement.
