广东省佛山市绩效管理试点工作以提升政府公信力与执行力为目标,从现实条件出发,立足于解决发展导向、动力机制、重复考评等现实问题,基于“绩效导向的目标管理”定位,推行以绩效评价统筹各类考评,及“统一评价组织、统一技术体系、统一结果应用”的“三个统一”,旨在重构评价组织权。佛山做法的启示是:绩效管理本质上是行政权力的再优化,核心在于功能定位及其领导体制。
It's the goal of performance management to improve the government credibility and executive ability. In order to solve the problems of development orientation, dynamic mechanism and repeated evaluation, Foshan embarks from the actual conditions and positions of perfommnce-oriented MBO. Foshan coordinates the internal assessments by performance evaluation, including organizations, technical systems and application of results, which contribute to optimize the right of organization in evaluation. So we define it as Foshan pattern, which enlightens us that government performance management is essentially the reoptimization of administrative powers and its cores are the functional orientation and leadership system.
