The capacity of governance can be divided into the capability of value shaping, resource collection, network building, process innovation and problem response. The modernization of governance capacity means modernity and accords with the requirement of modern society. The criterion such as strategy - oriented, informatization, pluralism, polycentrism, availability and rule of law should be used to evaluate the capacity of governance. The combination of objective and subjective method is essential for governance capacity evaluation as well.
