输电项目评价是输电投资决策的重要环节。结合输电项目的特点,研究先进的输电评价方法,探索适合我国的输电项目评价方法,对我国电网投资决策具有重大的指导意义。基于不同的输电投资模式,对国内外输电项目评价的方法和模型分别从可靠性、经济性和环保性三个方面进行了较为系统、全面的研究综述,并分析了我国输电项目评价面临的挑战。在总结前人研究成果的基础上,认为输电项目评价时还应考虑输电项目间的联系、推迟投资项目的机会成本、输电项目的外部效益等因素,从而全面地评价输电项目。
英文摘要：
Transmission project evaluation is an important part of the transmission investment decisions.Combined with the characteristics of transmission project,the study of advanced transmission evaluation methods and the exploration of power transmission project evaluation methods suit to China have a great guiding significance to China＇s grid investment decision-making.Based on different transmission investment models,a systematical and comprehensive research review was made from three aspects of reliability,economy and environmental protection,according to the methods and models of transmission project evaluation at home and abroad.The challenges of China＇s transmission project evaluation were also analyzed.Based on the previous research results,the factors of the relations between transmission projects,the opportunity costs of project were delayed and the external benefits of transmission projects should be considered in this paper,in order to comprehensively evaluate the transmission projects.
