电网投资项目资金需求量大,但是资金总额有限。电网项目具有公共物品属性,单个项目的效益难以度量,缺乏一个合理有效的标准对项目进行评价,从而导致很难在有资金约束的情况下确定电网投资组合。因此迫切需要建立科学的最优投资组合模型,实现电网项目在投资分配上的最优安排。本文在电网投资经济效益分析的前提下,综合考虑电网建设项目的社会性和可靠性,并给出最优投资组合模型。通过算法比较,确定了使用遗传算法的合理性,并用遗传算法进行了实证分析,证明本文开发的模型可用于电网建设项目的投资优化分析,可为电网公司提供投资决策支持。
Electric grid expansion projects demand significant investment while the amount of funds is limited.Because electric grid projects have the characteristics of public goods,it is difficult to measure the effectiveness of a single project.This results in a lack of reasonable standards to evaluate the projects and the difficulty to determine the optimal portfolio of projects subject to the capital constraints.There is an urgent need to establish the optimal portfolio models for achieving the optimal allocation of investments.On the basis of economic benefits analysis,this paper develops an optimal portfolio model for electric grid projects taking into account the social benefits of the projects and power system reliability.The genetic algorithm is proved suitable for the proposed model through comparison of different algorithms.The application of the proposed model in an illustrative case study verifies the correctness of the model and shows its usefulness in the investment decision-making of electric grid projects.
